7.7. Institutional arrangement
7.1. A National Science and Technology Council will be formed as follows to authorize the national approach and policy in the field of science and technology for the overall development of the country and to provide necessary guidance and coordination. The composition of the council will be as follows:
1. Hon'ble Minister / State Minister, Ministry of Science and Technology Chairman 2. Hon'ble Minister of State/Assistant Minister, Ministry of Science and Technology Vice President 3. Hon'ble Member, National Planning Commission (Viewing concerned area) Member 4. Secretary, Ministry of Finance Member 5. Secretary, Ministry of Agriculture and Cooperative Member 6. Secretary, Ministry of Industry, Commerce and Supply Member 7. Secretary, Ministry of Science and Technology Member 8. Secretary, Ministry of Education and Sports Member 9. Secretary, Ministry of Forestry and Land Conservation Member 10. Secretary, Ministry of Water Resources Member 11. Secretary, Ministry of Health Member 12. Secretary, Ministry of Population and Environment Member 13. Secretary, Ministry of Information and Communication Member 14. Secretary, Ministry of Women, Children and Social Welfare Member 15. Secretary, Ministry of Culture, Tourism and Civil Aviation Member 16. Member Secretary Information Technology High Level Commission Member 17. Vice-Chancellor Member of Nepal Institute of Political Science and Technology 18. Vice Chancellor Tribhuvan University Member 19. 7.1.1. In order to support the development of the country, the National Science and Technology Council shall review and revise the policies related to the development and expansion of the science and technology sector, review the progress of the work done in the science and technology sector and find solutions to the problems as necessary and shall also carry out other tasks deemed necessary by the council. .
7.1.2. As specified by the CouncilAccording to the policy, the relevant ministries and agencies will be responsible for formulating policies, plans and programs related to science and technology in their respective fields and implementing them in a coordinated manner. The Ministry of Science and Technology will play the role of facilitator, promoter and judge to implement this policy and achieve the objectives of the policy. 7.1.3. The National Science and Technology Council shall constitute technical committees including experts as necessary for the conduct of the work of the Council. The coordinator of the technical committee will be an expert in the relevant subject. 7.1.4. The National Science and Technology Council will coordinate and monitor the research and development conducted in the country in the field of science and technology, manpower development, contact with foreign bodies as needed. 7.1.5. The meeting of the Council shall be held at least twice a year.
